Responsibilities
- Develop and deliver expert analysis of naval operations, platforms, and doctrine based on direct fleet, program, or intelligence experience.
- Assess and synthesize classified and unclassified operational or program data to develop recommendations supporting Navy planning and requirements.
- Draft concise and actionable written assessments for military and civilian decision-makers.
- Prepare and deliver high-level briefings for senior military and civilian leadership audiences.
- Coordinate across Navy, Department of Defense, Intelligence Community, and industry stakeholders to gather insights and maintain alignment with mission objectives.
- Interpret and communicate developments in naval capabilities and maritime security relevant to customer objectives.
- Apply operational, programmatic, or intelligence expertise to complex naval and maritime issues.
- Safeguard and handle classified materials in accordance with applicable project and facility security protocols.

Requirements
- Deep professional expertise in naval, maritime, defense, operational, programmatic, or intelligence domains.
- Minimum 10 years of experience in the U.S. Navy, MARAD/DOT, or comparable maritime or defense roles is preferred.
- O-4/O-5, GS-13/14-equivalent experience, or otherwise demonstrated subject-matter authority is preferred.
- Active TS/SCI security clearance is strongly preferred.
- At minimum, Secret clearance held within the last 24 months with eligibility for TS/SCI reinstatement is preferred.
- Ability to operate effectively in classified and high-stakes project environments.
- Demonstrated ability to write and brief for executive or flag-level leadership within defense or government environments.
- Familiarity with Pentagon processes, OPNAV, NAVSEA, PEO environments, or comparable defense organizations is preferred.
- Strong analytical judgment and ability to synthesize complex operational and programmatic information.
- Ability to coordinate effectively across Navy, Department of Defense, Intelligence Community, and industry stakeholders.
- Intelligence analysis or Intelligence Community experience is a strong advantage.
- Master's degree in national security, defense studies, engineering, or another relevant field is desirable.
